The Las Vegas Stadium Authority is slated to meet on Thursday, when it will discuss some crucial agreements with the Oakland Raiders.
As officials continue to plan for the new Las Vegas stadium, some key aspects of the project remain unresolved. The authority was to have met in October to consider a community benefits plan, along with an enabling work agreement. That meeting was ultimately scrapped, pushing both of those issues back to the agenda for Thursday’s meeting.
One part of that process could see the authority select a property management company that will be tasked with overseeing the enabling work agreement. The enabling work agreement is the document that will provide parameters on the work the Raiders and their stadium development company are allowed to begin at the stadium site before a final development agreement is approved.
Also expected to be discussed is the community benefits plan, a proposed agreement that has at times been a point of contention surrounding the proposed stadium. More from The Las Vegas Review-Journal:

The community benefits plan spells out how the team would contract with small businesses and provide jobs to local minority laborers as well as contribute philanthropically to the community.
Activists from the historic West Las Vegas community and North Las Vegas have addressed the board in public comment periods at meetings since June. In occasionally heated testimony, factions within the community have sought a seat at the table to develop the plan.
Officials are hoping to wrap up the final development agreement on or before February 8. One of the outcomes of that timeline is that allows UNLV–whose football program is expected to use the stadium–more time to resolve its joint-use agreement. For UNLV, the joint-use agreement would first have to be reviewed by the Nevada Board of Regents before the Las Vegas Stadium Authority considers the plan.
