State slows down development of new LA stadium

City of Industry officials had sought state approval for streamlining the approvals process for a new stadium sought by Ed Roski, but San Diego reps scuttled those plans.

The proposed legislation would have eased environmental and regulatory rules for a proposed NFL stadium in City of Industry. The debate in the California Legislature was whether to pass the measure -- and potentially create a lot of jobs in Los Angeles, both on stadium construction and for an NFL team -- or to uphold the California Environmental Quality Act. It's a tightrope: the California Environmental Quality Act is constantly under attack by pro-business legislators and usually protected by state Democrats.

The larger issue for San Diego lawmakers: protect the San Diego Chargers by making it more difficult for a new stadium to lure the team. There are several NFL teams with stadium issues -- among them the Chargers and the Minnesota Vikings -- and the stated goal of Roski is attract one of them in a new stadium.

The act by lawmakers doesn't kill the bill: it merely sends it to mediation. It could be revived by the end of the month if mediation fails.
